The news is welcome to electric bike makers, including Harley-Davidson CEO Matt Levatich, who has said the company remains on track to bring its first-ever electric bike to market in 2019.

While the Model S and Model X are known for price tags starting between $70,000 and $100,000, Tesla has set a $35,000 base target price for the Model 3, with a shorter-range battery, to appeal to a more mid-range, non-luxury-market vehicle customer. Musk himself owns more than 20% of outstanding shares and institutional investors own another 61%, concentrated mostly in the hands of five large money managers - T Rowe Price, Fidelity, Baillie Gifford, Vanguard and Blackrock.

By the end of the year, he said, Tesla should be able to manufacture the Model 3 with the smaller battery pack. "This is something I'm trying to get better at". The decision represented a major show of confidence in Musk, who has drawn criticism in recent months amid stock pressure, concerns about Tesla's ability to meet production benchmarks and his treatment of media figures and analysts. Model 3 began deliveries in mid 2017.

Tesla has faced negative press recently, after one of its Model 3 sedan cars crashed while in autopilot mode. He did not mention if the $35,000 figure included a $7,500 U.S. tax credit to buyers of electric vehicles. Ordered today, wait times for Model 3s with the existing configuration would be three or four months, said Musk.

That will go into production in the first half of 2020, along with the Semi truck and Roadster models, Musk said. Meanwhile, production of the all-wheel-drive variant is imminent, so United States customers who are waiting to configure their D-badged Model 3 order will receive a notification within the next week, said Musk.

The company has been engaging in so-called "burst builds", temporary periods of fast-as-possible production which it uses to estimate how many cars it is capable of building over longer periods of time.
